Course Description: 

Finding unexpected asbestos in soil can bring a brownfield redevelopment or remediation project to a sudden halt and can rapidly increase construction or response action costs. The first half of this presentation will focus on a few example case studies of sites where asbestos in soil was found; the goal being to help practitioners think about how to develop a proactive plan so that asbestos in soil does not derail projects. The second half of the presentation will assist LSPs and other practitioners in deciding how to assess sites for asbestos in soil, determine whether a Reportable Condition exists for asbestos in soil, and whether potential risk due to asbestos must be considered under the MCP. The audience will learn about options for managing asbestos in soil under the MCP, and requirements for protective cover and AULs. The presentation will also describe MassDEP Bureau of Air and Waste Requirements for asbestos in soil sites, including discussion of Non-Traditional Work Plans and abatement performance requirements. The presentation will conclude with other considerations for asbestos in soil sites such as limitations on asbestos waste disposal, Brownfield Tax Credit eligibility and future maintenance of AULs.
