LSPA Announces 2025 Contribution to the Practice Awards

On September 17, 2025, at the September Member Meeting in Westborough, MA, the LSPA named their 2025 Contribution to the Practice Award winners.

LSPA President Award

Joseph Roman, LSP, GEI Consultants, Inc.

Joe Roman is an LSP at GEI Consultants and served as LSPA president from 2024-2025. Prior to this, Joe served as the treasurer from 2021-2023 and he has been a board member since 2019. Joe also co-chaired the Regulations Committee from 2017-2019. Joe has been a steadfast and thoughtful leader, always considering all angles and providing practical solutions. The LSPA thanks him for his dedicated leadership and many, many volunteer hours.

 

LSPA Member Award

Larry McTiernan, LSP, PG, Roux

Larry McTiernan has been a dedicated and valued leader at the LSPA for many years. Since taking on the role of the Loss Prevention Committee Chair in 2021, he has helped grow committee membership, run highly productive meetings, and ensure the group remains focused on issues most critical to our profession.

The member meetings organized by Larry and the Loss Prevention Committee are consistently well attended, tackling timely topics and addressing significant practice issues head-on. One of his standout contributions has been organizing annual summaries of MassDEP audit findings. Larry not only brings these findings to the LSPA membership, but also carries them into direct discussions with the MassDEP Audit Chiefs. These conversations have strengthened communication, shone a light on emerging issues, and provided a valuable record for both practitioners and regulators alike.

As a leader, Larry is inclusive, thoughtful, and detail-oriented, with an impressive memory for practice details and compliance history. This year, Larry was nominated an extraordinary four times across two award categories, underscoring the wide respect and appreciation for his many contributions.

 

LSPA Service Award

Paul McNeil, Williamson Environmental LLC

Paul McNeil is a long-time friend of the LSPA and recently retired after an extraordinary 15-year tenure on the state’s Underground Storage Tank Petroleum Cleanup Administrative Review Board, better known as the 21J Board. He was appointed to the “Environmental Public Interest Group” seat by Governor Patrick, following a recommendation from the LSPA. In that role, Paul represented the interests of LSPs and other environmental practitioners with commitment and integrity.

During his time on the 21J Board, Paul devoted countless volunteer hours to ensuring the Board’s functions remained true to its original legislative intent. He was a consistent advocate for fairness—especially in securing adequate state funds so that the Board could continue its critical work.

Several years ago, Paul played a pivotal role in the long-overdue review of the Board’s fee schedule and related policies. Thanks to his persistence and leadership, the UST program’s funding and operations became more consistent, reliable, and transparent.

Paul’s service has had a lasting impact not only on the 21J Board, but also on the LSPA and the broader waste site cleanup community. His dedication reflects the very spirit of this award.

 

Lifetime Achievement Award

Wendy Rundle

Wendy Rundle led the LSPA from 2010 until her retirement in May 2025 and, during that time, through her vision and dedication, elevated the LSPA in every facet of its work.

Wendy advanced the waste site cleanup profession by tirelessly advocating for LSPs and other environmental professionals with MassDEP and the LSP Board—attending countless meetings, reviewing and commenting on regulations, and collaborating with leaders to ensure the highest standards of practice under the MCP.

She also invested in the future of the profession, establishing programming for emerging professionals entering the field and ensuring that the LSPA would be a welcoming home for the next generation of practitioners.

Under her leadership, the association grew stronger and more resilient. Wendy brought on full-time staff, modernized operations, forged productive partnerships, and embraced new technology to expand educational offerings. Membership grew, finances stabilized, and the association thrived—even through the challenges of the pandemic, when the LSPA seamlessly transitioned from in-person to virtual operations and never missed a beat in serving its members.

Wendy also championed advocacy at the State House, working closely with the Legislative Committee on policies that protect the profession, the environment, and public health. And she enabled the association to take a leading role in advancing environmental justice through the 30for30 Environmental Justice Grants Program, now known as the EJ Grants Program.

Prior to her role at the LSPA, Wendy was a planning and communications consultant, and a project manager at ICF Technology, where she, in part, managed EPA contracts, providing community relations and training for high visibility Superfund sites.

We thank Wendy you for her extraordinary service, your steadfast leadership, and your unwavering commitment to this profession and community.
