National Pollutant Discharge Elimination System (NPDES) Remediation General Permit

The 2017 NPDES Remediation General Permit (RGP) is now available. On March 9, 2017 the RGP was signed by the EPA Region-1 Director of the Office of Ecosystem Protection, and the Assistant Commissioner of MassDEP’s Bureau of Water Resources.
Please be advised that while the permit has not yet been published in the Federal Register, it will take effect 30 days after being signed, making the effective date of the 2017 RGP April 8, 2017.
Please also be aware that EPA will be following up with owners/operators of existing discharges (including those discharges that were implemented following the expiration of the 2010 RGP), as they must submit a new Notice of Intent (NOI) under the 2017 RGP if they intend to continue discharging after July 7, 2017. New discharges (after April 8, 2017) must submit an NOI at least seven days prior to the commencement of discharge, and emergency discharges must submit an NOI no later than 14 days after the commencement of discharge.
